Position Paper on EU Aviation Strategy
In addition to the existing uniform European ATCO license, SATTA support calls for a uniform European license for ATSEP.
Safety takes the uppermost priority in air traffic, and given the current threats of terrorism,
it must be in the interests of all States to know which experts are working on safety-critical infrastructure.
This can only be ensured by a personal licensing.
Only such a license provides the proof of competence, ability and eligibility!
IFATSEA working paper on ATSEP license in ICAO Annex I
From 27 September - 07 October 2016, the 39th ICAO Triennal Assembly will be held in Montréal at the ICAO Headquarter. IFATSEA and associations, have issued a working paper to include ATSEP in the ICAO Annex I 'Personnel Licensing'.
SATTA will forward the IFATSEA working paper to FOCA to promote the idea.
SATTA Social Event 2016 at the historic radio site at Beromünster
The SATTA social event took place on Monday, September, the 12th, 2016 at Beromünster. We visited the 217 m high antenna tower and the KKLB in the former station building. We got the rare opportunity to see the non-public antenna tuning building and the antenna tower. Strengthened by a regional aperitif, we walked back to KKLB www.kklb.ch. Along the way we got a glimpse of the green rolling hills of the Michelsamt. After arriving at the Beromünster transmitter building we were received by owner and artist Wetz, who showed us the building and explained the various artistic curiosities.

Today the Commission adopted a new Aviation Strategy, a milestone initiative to boost Europe's economy, strengthen its industrial base and contribute to the EU global leadership
Study on safety-related and safety-critical functions and related jobs in ATM/ANS
This Ecoris Study defines and identifies categories of personnel whose human performance have a safety impact on the provision of ATM/ANS services as well as on the design, the manufacturing, installation and maintenance of ATM/ANS system and constituents. The degree of safety impact is categorised as safety-related and safety-critical.
For each safety-related and safety-critical function and related job, the study assesses if EU legislation is currently in place or under development and whether or not it is appropriate. For the functions and related jobs for which the legislation is not appropriate, justified regulatory options are proposed.

Communiqué on the skyguide reorganisation
8 collaborators of the Facility Management Department have been laid off on November the 24th, 2015; 3 in Geneva and 5 in Zurich.
Basis for these layoffs is the notion, that skyguide must adapt its organisation to changing needs to ensure that the company has a solid future and can secure attractive jobs.
As already criticized by SATTA earlier this year, the modality and communication of this dismissal was again professionally very inept and resulted in great uncertainties among the ATSEPs.
The actual number and selection of the ATSEPs concerned seems very non-transparent, even random and with the loss of the ATSEP skyguide losses vital know-how.
For skyguide which proud itself as an HRO one particular aspect is particularly worrying.
The very day before the lay-offs, in the framework of the smart radio renewal project, the existing Radio Site Albis has been dismantled, due to be re-installed as of Tuesday. However exactly when the re-installation should have begun, the responsible ATSEP learned that he is sacked.
This resulted in a delay of the re-installation, a prolonged time of reduced redundancy for Radio Communication for the ACC in Zürich (1 operational Radio Chain rather than 2).

The ‘Gewerkschaft der Flugsicherung’ called the International Federation of Air Traffic Safety Electronics Associations (IFATSEA) to meet for the 45th IFATSEA General Assembly in Berlin from 16-20 of November 2015.
The meeting addressed key issues such as ATSEP training, ATSEP competency, ATSEP license, ATM/CNS standards, ICAO Standards, new technologies, interoperability, accidents investigation, human factors, SESAR, SES, FAB, Safety Regulations, etc.
